AN ACT TO AMEND SECTION 31-7-9, MISSISSIPPI CODE OF 1972, TO AUTHORIZE THE OFFICE OF PURCHASING, TRAVEL AND FLEET MANAGEMENT TO ESTABLISH AND CHARGE REASONABLE FEES ON A NONDISCRIMINATORY BASIS FOR THE FURNISHING TO BIDDERS OF COPIES OF BIDS, SPECIFICATIONS AND OTHER DOCUMENTS AND ISSUED BY THE OFFICE; TO DIRECT THE OFFICE TO COLLECT AN ADMINISTRATION FEE ON ALL PROCUREMENT TRANSACTIONS ASSOCIATED WITH THE STATE CONTRACTS ISSUED BY THE OFFICE; TO REQUIRE VENDORS TO PAY THE OFFICE BASED ON SALES TO ALL STATE AGENCIES AND GOVERNING AUTHORITIES FROM STATE CONTRACTS; TO PROVIDE THAT THE TRANSACTION FEE SHALL BE A PERCENTAGE ASSESSED ON EACH PROCUREMENT TRANSACTION FROM STATE CONTRACTS; TO PROVIDE THAT THE OFFICE SHALL RECEIVE ALL REBATES FROM STATE CONTRACTS ESTABLISHED BY THE OFFICE; TO PROVIDE THAT ALL FEES AND REBATES COLLECTED BY THE OFFICE SHALL BE DEPOSITED INTO THE OFFICE OF PURCHASING, TRAVEL AND FLEET MANAGEMENT REVOLVING FUND, A SPECIAL FUND THAT IS CREATED IN THE STATE TREASURY; TO AMEND SECTION 31-7-23, MISSISSIPPI CODE OF 1972, TO CONFORM TO THE PRECEDING PROVISIONS; AND FOR RELATED PURPOSES.
