AN ACT TO AUTHORIZE CERTAIN MUNICIPALITIES TO CREATE LOCAL IMPROVEMENT TAXING DISTRICTS; TO AUTHORIZE THE LEVY OF AN AD VALOREM TAX OF UP TO SIX MILLS ON CERTAIN REAL PROPERTY LOCATED IN SUCH TAXING DISTRICTS; TO PROVIDE FOR THE DUTIES AND POWERS OF SUCH TAXING DISTRICTS; TO REQUIRE THE DISSOLUTION OF SUCH TAXING DISTRICTS UNDER CERTAIN CIRCUMSTANCES; TO SPECIFY THE USE FOR THE PROCEEDS OF THE SPECIAL TAX; TO ALLOW SUCH DISTRICTS TO LEVY LESS THAN THE MAXIMUM ALLOWABLE TAX LEVY; TO AUTHORIZE THE ISSUANCE OF BONDS; TO PROVIDE THAT BONDS ISSUED SHALL BE PAYABLE OUT OF THE SPECIAL TAX; TO ALLOW THE INCLUSION OF COVENANTS FOR ISSUING BONDS; TO AUTHORIZE THE DELEGATION OF CERTAIN AUTHORITY UNDER THIS ACT; TO ALLOW THE ACCEPTANCE OF CONTRIBUTIONS; TO PROVIDE THAT BONDS ISSUED UNDER THIS ACT SHALL BE LEGAL INVESTMENTS; TO EXEMPT BONDS AND INCOME FROM TAXATION BY THE STATE; AND FOR RELATED PURPOSES.
