"RAT" MCGOWAN, SR., BASEBALL STADIUM; TO PROVIDE THAT THE BASEBALL FIELD WITHIN THE WILLIE E. "RAT" MCGOWAN STADIUM SHALL BE NAMED THE WILLIAM "BILL" FOSTER BASEBALL FIELD; AND FOR RELATED PURPOSES.
