AN ACT TO AMEND SECTIONS 19-9-1 AND 19-9-5, MISSISSIPPI CODE OF 1972, TO AUTHORIZE COUNTIES TO ISSUE GENERAL OBLIGATION BONDS TO PROVIDE FUNDS FOR THE ACQUISITION, USE AND IMPROVEMENT OF PROPERTY FOR USE AS SITES FOR ALTERNATIVE FUELS, BIOFUELS AND BIOMASS PRODUCTION AND FOR THE PURCHASE OF HYBRID ELECTRIC VEHICLES; TO LIMIT THE AMOUNT OF BONDS THAT A COUNTY MAY ISSUE FOR SUCH PURPOSES; TO PROVIDE THAT SUCH BONDS SHALL NOT BE INCLUDED FOR THE PURPOSE OF CALCULATING THE LIMITATION OF INDEBTEDNESS FOR A COUNTY; TO AMEND SECTIONS 21-33-301 AND 21-33-303, MISSISSIPPI CODE OF 1972, TO AUTHORIZE MUNICIPALITIES TO ISSUE GENERAL OBLIGATION BONDS TO PROVIDE FUNDS FOR THE ACQUISITION, USE AND IMPROVEMENT OF PROPERTY FOR USE AS SITES FOR ALTERNATIVE FUELS, BIOFUELS AND BIOMASS PRODUCTION AND FOR THE PURCHASE OF HYBRID ELECTRIC VEHICLES; TO LIMIT THE AMOUNT OF BONDS THAT A MUNICIPALITY MAY ISSUE FOR SUCH PURPOSES; TO PROVIDE THAT SUCH BONDS SHALL NOT BE INCLUDED FOR THE PURPOSE OF CALCULATING THE LIMITATION OF INDEBTEDNESS FOR A MUNICIPALITY; AND FOR RELATED PURPOSES.
