AN ACT TO CREATE A GRANT PROGRAM TO BE ADMINISTERED BY THE MISSISSIPPI DEVELOPMENT AUTHORITY FOR PURPOSE OF PROVIDING GRANTS TO COUNTIES AND MUNICIPALITIES TO ASSIST IN PAYING COSTS INCURRED IN MAKING INFRASTRUCTURE IMPROVEMENTS RELATED TO CERTAIN ENERGY PROJECTS; TO PROVIDE THAT A COUNTY OR MUNICIPALITY MAY USE GRANT FUNDS FOR THE PURPOSE OF PAYING COSTS INCURRED FOR INFRASTRUCTURE IMPROVEMENTS RELATED TO AN ENERGY PROJECT OR PAYING DEBT SERVICE ON DEBT INCURRED BY THE LOCAL GOVERNMENT FOR SUCH PURPOSES; TO PROVIDE THAT AN ENERGY PROJECT WHICH RECEIVES APPROVAL FOR A GRANT SHALL PAY TO THE STATE AN AMOUNT EQUAL TO THE AMOUNT THAT WOULD BE GENERATED IF THE COUNTY OR MUNICIPALITY WERE TO IMPOSE A FIVE MILL AD VALOREM TAX LEVY ON THE ENERGY PROJECT FOR THE YEAR IN WHICH THE COUNTY OR MUNICIPALITY GOVERNMENT RECEIVES APPROVAL FOR THE GRANT; TO PROVIDE THAT THE AMOUNT PAID BY THE ENERGY PROJECT SHALL BE DEPOSITED INTO A SPECIAL FUND CREATED IN THE STATE TREASURY FOR THE PURPOSE OF PROVIDING FUNDS FOR THE GRANT PROGRAM CREATED IN THIS ACT; AND FOR RELATED PURPOSES.
