AN ACT TO AMEND SECTION 27-39-203, MISSISSIPPI CODE OF 1972, TO EXEMPT A COUNTY FROM ADVERTISING ITS BUDGET HEARING IF REVENUE FROM AD VALOREM TAXES IN A BUDGET IS DERIVED SOLELY BECAUSE OF INCREASES IN PROPERTY VALUES AND NOT FROM AN INCREASE IN THE MILLAGE RATE, THEN SUCH TAXING ENTITY SHALL NOT BE REQUIRED TO ADVERTISE UNDER THIS SECTION; TO AMEND SECTION 27-39-205, MISSISSIPPI CODE OF 1972, TO EXEMPT A COUNTY THAT IS REQUIRED TO ADVERTISE ITS INTENT TO EXCEED THE CERTIFIED TAX RATE IF THE AMOUNT OF THE INCREASED REVENUE FROM AD VALOREM TAXES IN A BUDGET IS DERIVED SOLELY BECAUSE OF INCREASES IN PROPERTY VALUES AND NOT FROM AN INCREASE IN THE MILLAGE RATE; TO BRING FORWARD SECTION 19-11-7, MISSISSIPPI CODE OF 1972, WHICH REQUIRES A COUNTY TO CREATE A BUDGET REPORT, FOR PURPOSES OF AMENDMENT; AND FOR RELATED PURPOSES.
